The prior design was elegant, unitary in form and the structural components of the building dictated the design (the now covered windows of the lower floors expressed the distribution of gravity loads). You're supposed to cover your eyes with your hand to block out the top portion, leaving only the nice remodeled section in view, and vice versa. Yup, makes perfect sense to me. One wonders how things like this ever get approved.
