The 20-story, 305-unit tower sits on two acres at 4 Chelsea Blvd., just south of U.S. Highway 59 and half a mile north of Hermann Park.  The Carter, which opened Oct. 11, features 296 one-, two- and three-bedroom apartment units as well as four two-story townhome units on the ground floor and five penthouse units on the top floor. Rents range from $1,950 per month for a one-bedroom unit spanning 723 square feet to $14,500 per month for a three-bedroom penthouse spanning 3,329 square feet.  15 Quote
