It would have to go on the north side of the Bayou, because River Oaks, and ROCC are not going to allow pedestrians, runners or cyclist in their backyards.

It might be a good place for a highline like in NYC, above Memorial drive. That would be an incredible view of downtown if costs didn't matter.

I am being told: "We are working through contract reviews on this now. Short answer is that we will start design this spring, that will take 12-18 months, then another 12 months of permitting and then construction (another 12-18 months). We are at least three years out. These projects take forever. "

In a milestone moment for the city’s long-awaited Hispanic History Research Center, more than 200 Houston residents packed into a dilapidated warehouse Saturday in the East End for a community forum to discuss the future of the promised Latino-focused archival library.

Hosted by Council Members Mario Castillo, Joaquin Martinez and Julian Ramirez, the self-coined “Three Amigos” and the city’s only Latino council members, the forum was the first opportunity for community input on a project that has been in the works for years but has, until now, made little progress.

The planned Houston Public Library facility was first added to the city’s projects listduring former Mayor Sylvester Turner’s administration after voters approved funding in a 2017 bond issue, but library representatives said natural disasters like hurricanes and the pandemic delayed the project.

Lost in all of these plans is one question: What happens to the Arthur B Cohn house that’s currently stranded by Minute Maid park because of the 59 overpass. It’s supposed to be relocated to Tony Marron Park.

Turkey Bend: An East End Cultural Hub

Perhaps the most unique site in Buffalo Bayou East, Turkey Bend is a former barge terminal with an expansive waterfront wharf located at the confluence of Buffalo Bayou and Navigation Boulevard in the Greater East End. As of this spring, construction has officially begun on the first phase of this site, a 50,000-square foot warehouse at street level. Contributing to BBP’s vision for this site to be a cultural hub, the Houston Public Library Hispanic History Research Center will be housed here, as well as an open-air plaza with dramatic views of the bayou. A unique art tunnel featuring preserved graffiti will connect the warehouse to the waterfront.

Future phases will include the transformation of the historic wharf into a vibrant gathering space for boating, events, and performances.

Bridging the Bayou, Connecting to Community

One of the most gratifying aspects of working in Buffalo Bayou East is talking with community members who have personal connections to the places BBP is working to improve. Japhet Creek is a historic tributary reaching deep into the Fifth Ward that will become a portal to Buffalo Bayou and beyond. While initial improvements to Japhet Creek Park including native plantings, trails, lighting, and an entry plaza are already underway, the next phase will be truly transformational, with a new trail following along the creek and a bayou-crossing pedestrian bridge linking to the south bank.

n March, BBP and project teams held multiple community meetings to ask Japhet Creek neighbors, Fifth Ward residents, and members of the broader Buffalo Bayou East area to provide input on what matters to them. We are so grateful to those who took the time to join in these conversations. Contact us if you are interested in participating in any of our upcoming convenings.

Another way to get involved at Japhet Creek and other Buffalo Bayou East projects is to volunteer. As construction on the initial phase of Japhet Creek Park nears completion, it has been blooming with wildflowers and greenery. To ensure the park and nearby tributary continue to thrive, over the past few months we have hosted several volunteer groups to help clear debris, remove invasive species, and establish a beautiful, sustainable, and clean public space.

Stay tuned for news on the official opening of Japhet Creek Park in early fall.
