Yesterday they fenced off the parking lot.  Today they started taking down the canopies and power-washing the graffiti off the side of the building.  Looks like the garage might be about to go up!

It's just a garage, I think. No retail or plans for a tower on top.

Today I noticed the parking lot at Franklin and Rusk (adjacent to Le Meridien) was fenced off and the ground was being torn up.  Any idea what they're doing there?

Looks like you're right. Midway & Lionstone are listed as the developer for the parking garage. See #7

my word, if you park in 13, it will take longer to get to the street than from the street to your hypothetical house in the heights!!!

They've dug it down pretty far, exposing some old basements, photo taken yesterday:

And today they started drilling some piers or something and putting in some concrete:

Looks like this garage is getting a subgrade floor.  In the upper right corner, they've already excavated a dozen feet or so, put a thin concrete layer on the dirt, and are now prepping rebar for the foundation.  They are continuing excavating to this level elsewhere, so it doesn't appear to just be for a crane base.  The holes they drilled a week ago have now mostly been filled with steel beams that are 20 or more feet long (some, mostly longer ones, are seen on the left side), with the wood attached to them to hold dirt back as they continue to dig.

Asked a worker about this site and he said it will be a 13 story precast using a crawler crane to construct it since tower cranes don't have the capacity to handle the precast pieces.

Are those retail spots along Fannin?

Also that block next to the train platform is going to be such a dead block.  Any ideas on what the city/downtown management district could do to liven it up?

well, the opposite block face will be fine. 

 

That's the real shame to me. One side if the street will be one of the nicest buildings in the city; the other side will be ...this.

 

Hopefully those are at least retail spots though.

If driverless cars ever really live up to their promise, this block could be a great redevelopment opportunity. Until then it's a turd in the swimming pool, except for the Meridien.
