Restaurant Or Bar & Grill Concept At 402 East 20th St.

Anyone know whats going on with Galaxy?  The site has been substantially cleaned up and was as of last night repainted completely (graffiti-ish logos gone).  It's not completely abandoned but a large majority of stuff has been removed from the site (all Uhauls, old cars etc) and it looks like the next step is to fence it in temporarily.  This sits right next to Birds Barbershop and Steel City Pops.

Hello!

We are the new tenants of 402 E 20th St. We are not affiliated with Galaxy auto trim other than the same building. 

 

Hope everyone appreciates the property being cleaned up. We are still continuing the clean up process.

 

Yes, this shop will continue to be a auto service shop for car audio and upholstery. We also do home upholstery if needed.

402 E 20th St is a 0.26 acre lot that includes a 5,733 SF structure built in 1950.

Heights Upholstery is located here. According to Loopnet, this location has served as an upholstery & fabrication facility for over 35 years.

The owner listed the property for sale a while ago. Recently, the listing shows it's under ccontract.

County records recently filed a warranty deed with the current owner transferring the property to an entity connected to Gary Mosley.

Mosley is the proprietor of Creek Group. The hospitality group operates several Austin-themed bar & grill concepts primarily in the Greater Heights area. A few of those include Onion Creek, Cactus Cove, and Canyon Creek.

I don't know what Mosley has in mind for the property. It is a possibility he could renovate the building for a new restaurant, bar, or something else entirely.

Gary Mosley, who owns four restaurant-and-bar concepts in the Heights area, said he recently purchased the commercial property at 402 E. 20th St.

But the Heights resident said he does not plan to transform the location into another outpost operated by the Creek Group, which includes Onion Creek in the Heights, Cedar Creek in Shady Acres, Cactus Cove in Timbergrove and Canyon Creek in the Washington Avenue and Memorial Park area.

Mosley said he bought the 70-year-old property, which is located in a historic district designated by the City of Houston, in order to preserve it and possibly rent it out to another business.

 

"I’m not going to open up a Creek there," Mosley said. "There's just so much stuff going on, with people knocking down these historic buildings. The history that the Heights has, I’m just trying to do my part in preserving it."

The 11,220-square foot property at 402 E. 20th St. has been home to Heights Upholstery, an auto upholster, and is valued at $830,400 by the Harris County Appraisal District (HCAD). The one-story building measuring 2,784 square feet was constructed in 1950 as an auto service garage, according to HCAD.

The property had been owned since 1988 by Carmen Martinez. Mosley said she sold it because she wants to retire and move out of the city.

Good for him.

There are few enough grandfathered zero-setback buildings that every one is worth saving, and this is pretty much the only way to do it.

A plan review permit for 402 E 20th St was filed this week by a principal at Gage Architecture. The Houston-based design firm's clients are mostly restaurants and bars.

According to the permit, the work will consist of a one-stop repair. I don't know if it will be another upholstery shop ( Heights Upholstery )or not. The permit lists repairs for an upholstery shop. 

402 E 20th St was previously home to Sublime Heights, an auto upholstery business. 

Maybe the landowner has finally found a new tenant?

The following corrections were requested two weeks ago in the utility review of 402 E 20th St:


WCR letter (wastewater capacity reservation letter) 23049877 was approved for a 1,100 sf of dining area. However, Sheet T1.0 proposed 1,269 sf of dining area. Please revise the WCR letter to have 1,269 sf of dining area.



This is for a restaurant possibly named Rusty Can / The Rusty Can is proposed for 402 East 20th Street. Rusty Can is a new food and/or beverage concept from Creek Group.

Interesting wrinkle on this one is that the daycare across the street has applied for a 300 ft alcohol free zone.  Law has been on the books since 2005 that allows a daycare to apply for an alcohol free zone but no one has used it until now (schools get an automatic alcohol free zone, daycares have to apply).  The Rusty Can would still be able to serve alcohol, but would have to make a percentage of sales from food, which would probably limit the ability to stay open late when people are just drinking.

Thank you. I heard about this on the news, but didn't realize this affects/may affect 402 E 20th St. Interesting.

City council voted unanimously to establish the alcohol-free zone. 


Gary Mosley, who owns a nearby property, and Richard Wills, the executive director of a liquor licensing company, raised concerns about the restrictions impacting their businesses.

Recent photos of 402 E 20th St are below. The photos were included in an application to the Houston Archaeological & Historical Commission in December.

As previously mentioned, The Creak Group have plans for either a restaurant or bar & grill concept on the property.
