I doubt they're from Hines as this isn't an architect they'd likely use nor would they do all condo. just my educated guess on the last two points. I say this because new york got to a critical juncture in growth where there was a disproportionate amount of open space to built space, and as you build up you are going to start taking away sunlight. Setbacks were a logical fix for that, but since we have so much available land and places to engage with sunlight its a hard sell to introduce mandatory setbacks. I'm all for fashionable setbacks to be in vogue. Would be a nice shift in trends.
