Begging is protected speech. The reason this only addresses people walking in the street or medians is because it is otherwise protected speech. A law or ordinance that prohibited people standing on the side of a road soliciting donations is unconstitutional.

Like Ross said, required to use a sidewalk. And of course, no jaywalking across a street outside a crosswalk. Sec. 552.006. USE OF SIDEWALK. (a) A pedestrian may not walk along and on a roadway if an adjacent sidewalk is provided and is accessible to the pedestrian. If a sidewalk is not provided, a pedestrian walking along and on a highway shall if possible walk on: (1) the left side of the roadway; or (2) the shoulder of the highway facing oncoming traffic. -

Critical Mass in Houston already coordinates with the police. Members discuss the route with police ahead of time, and they station officers at major intersections. -

Incorrect. Funeral processions and parades pay for permits. Exercises of free speech or expression do not. I cite another example in my above post. You don't have to take my word for it. A speaker came to City Council to discuss Critical Mass a few weeks ago. Since people started marching in the streets for a cause, many many years ago. Another example of this in action is when Quanell X arranged a march through River Oaks for the George Zimmerman verdict. It's normally not legal for pedestrians to walk in the street, but he notified HPD of their plan and they coordinated a safe event with him, at no cost. -

Well, I'm admin on the FB group, and I'm not going to pay. Now what? Passing an ordinance to raise ticket prices would come from the City Council and the Mayor, not the police department. The Mayor views Critical Mass as an exercise of free speech and expression, protected First Amendment rights. -

Then they'll see ya next month! Meanwhile, the City has only written one ticket for motorists violating the Safe Passing law, and only after public pressure. -

And if each cyclist demands a jury trial on their ticket? There could be a significant expense in prosecuting cyclists for a ticket with a small fine relative to the cost of the prosecution. San Francisco tried it, but eventually dropped all the charges. Critical Mass continues in San Francisco to this day. -

Maybe that park that St Joseph's owns with the waterfalls should be bought. It's often locked up. Well, there's Root Square, at least.

Downtown Management District and the City subsidize businesses that wish to open in Downtown. Georgia's, The Burger Guys, Phoenicia, etc...they all got incentives. -

Well, things change. Midtown had the same problem when rail was built. Then people just learned to go around on the through streets. Traffic is not "messed up." It is simply re-routed.

These two answers contradict each other. If increasing the speed limit won't make everyone drive faster, then those who continue to drive slower will cause more accidents with those who speed up. "those driving 10 mph slower than the prevailing speed are more likely to be involved in an accident"

I've heard the renovations lie before. Businesses that are locked in to a lease will sometimes say this so they can extract all their furniture and equipment before the landlord changes the locks. The Good Life joins Warhal's in the list of bars that have both opened and closed in 2013 in Midtown.

Those two places are a good example of exactly what I'm talking about. Busy streets, huge parking garages and parking lots. Things which are not allowed in your town square model. This is a car town and making a draw for people necessarily makes it a draw for motorists.
