  1. The Pelican Island Bridge replacement will begin in 2025. This will be critical for further port development once cruise terminal 4 and Westport developments get underway. The Port of Galveston is preparing a $120 million bond package to fund the improvements mentioned above at Cruise Terminal 25 and to build the new fourth cruise terminal at Pier 16. $70 million of bond funds will go toward the new terminal.   3. Both the state budget that includes the money for this (HB 1) and the enabling bill to create the commission and research fund (HB 3447) have been passed by the legislature. The budget is being examined by the comptroller and HB 3447 has been sent to Governor Abbott's desk. He was an early endorser of this plan so it should be a foregone conclusion that he'll sign them both/allow them to become law. We can hopefully look forward to planning and construction to commence on this massive facility in the next two years!

In the state budget released today, $350 million is included in it for the Texas Space Commission. $200 million of that is for Texas A&M to build a facility "adjacent to the Johnson Space Center". I think the most logical place for this is the spaceport since there is already a plan for a university facility there. Otherwise my next guess is Space Center Houston land. The enabling bill, HB 3447 has not yet passed and is in conference committee. If it does not become law, this all goes away.
  6. The Texas A&M University System Board of Regents approved the creation of the Texas A&M Semiconductor Institute this month. Of note is the $144 million in proposed facilities for semiconductor research (capturing grant funding allocated by the US CHIPS Act from last year) and secure semiconductor manufacturing for defense applications that would be built at the RELLIS Campus. Governor Abbott asked the system to lead the state's efforts for two of three major initiatives that align with national goals: the National Semiconductor Technology Center (NSTC) and Manufacturing USA Institutes (MUSAI). The System expects $200 million in startup funds will be provided by the Texas Semiconductor Innovation Fund, which has passed the Texas Legislature and been sent to Governor Abbott's desk in the form of the Texas CHIPS Act, HB 5174. This is priority legislation for Abbott so it is expected he will sign it.   7. DISCLAIMER: Not related to the W Hotel project (sorry, I know that's what y'all really want). SB 1057- giving Houston a similar hotel occupancy tax system to Dallas and Fort Worth (who both receive a larger share of HOT than Houston) to allow for funding convention center and venue renovation, upgrades, and construction- has passed the Texas Legislature as of today. Related to hopefully spurring some life sciences growth in the state of Texas, SB 2289- exempting equipment owned by medical/biomedical manufacturers from contributing to the ad valorem tax valuation- has passed the Texas Legislature and been sent to Governor Abbott. (I can't imagine a world in which he wouldn't sign it.) Then it will be up to the voters of Texas to approve as a constitutional amendment (shameless plug to always always always make a point to vote in Texas constitutional elections, there's often some great stuff in there like this). This would significantly reduce the taxes paid by medical/biomedical manufacturers and hopefully encourage more companies to locate and grow in Texas and spur additional developments like Levit Green. The Greater Houston Partnership, in its Week 19 Legislature update says: "Texas's effective tax rate for this industry is 28.3% – more than double the next highest competitor state, North Carolina. In fact, Texas’ largest competitors in this sector, North Carolina, Massachusetts, Tennessee, Illinois, and Pennsylvania, all have an effective tax rate below 13.5% for this industry."   20. I wish they would've pushed to make it a full cap from Andrews St. to W Dallas in this agreement. That would've been a very concrete and beneficial addition that could've been pursued.
  21. We're in another era of major transformation for campus. The great thing about this phase of campus transformation is the elimination of parking lots! Notes from the December 2022 Transportation Services Advisory Committee: 2.1. President Banks Town Hall Meetings – These are some of the items to come out of these meetings that will have impact on Transportation Services: 2.1.1. Small Animal Hospital – This will not be too impactful to parking. There would be a potential expansion of Lot 101 & Lot 24 in that area for parking. 2.1.2. Aplin Center – The timeline for this project is aggressive for next fall. This would be impactful for Transportation Services and the 12th Man Foundation. Expecting to lose Lot 61 completely 2.1.3. Performing Arts Center – Will be located at the corner of Bizzell Street and George Bush Drive. This entire area is scheduled for re-development. This is very impactful as there is no plan to add or replace parking. Expecting to lose Lots 40b-c. Also, keep in mind there is a new Corp dorm slated for 40d. 2.1.4. Museum/Cultural Corridor - Possibly Fan Field area. This is currently trailing other projects and would be less of an impact on parking. St. Mary's new church My speculation/hopes for what's up next: 201 Boyett (Former Christian Science Center): Half of this block is owned by the company behind the Rev and 401 First St, I believe. The Christian Science Center is being used as the Rev's leasing office. This whole block could become a great mixed-use high-rise student housing building. 306/308 College Main - A&M Methodist parking lot: It's got to be just a matter of time before A&M Methodist partners with a student housing developer on that lot. Casa Del Sol: Would love to see these blocks redeveloped St. Mary's rear lots: There are still plans to partner with a developer for mixed use housing. Bryan side of Northgate: It's only a matter of time before urban development creeps into Bryan from Northgate!
