The redevelopment is named The Terrace on White Oak. 

Prior to a replat in either 2021 or 2022, the property consisted of two parcels on lots 1 and 2 on Block 290. The parcels were 3601 White Oak Dr and 3607 White Oak Drive. On those parcels included the buildings at the following street addresses:
 

  • 3601 White Oak Dr
  • 3605 White Oak Dr
  • 3607 White Oak Dr
  • 541 Harvard St

In recent years, the site for the proposed The Terrace on White Oak development was previously home to Gelazzi. The gelato shop was located at 3601 White Oak Dr. Next door to Gelazzi was talian American Grocery Co.  at 3605 White Oak Dr. Clothing boutique Tre' Sorelle was located at 3607 White Oak Dr.

In 2021, Heights Venture submitted The Terrace on White Oak for review to the Houston Archeological and Historical Commission
Planning and Development Department. The architecture and design firm applied for a Certificate of Appropriateness for the following addresses:
 

  • 3601 White Oak Dr
  • 3607 White Oak Dr
  • 541 Harvard St


Additionally, the two-story building at 3607 White Oak Dr (located behind the house on 3607 White Oak Dr) will be demolished.

The Terrace on White Oak is development from NewQuest Properties.

Below are details about The Terrace on White Oak. The development from NewQuest Properties is planned for 3601 White Oak Dr.

Heights Venture submitted these details in their Certificate of Appropriateness application.



The project proposes the redevelopment of a .3038-acre site that currently hosts four buildings. Of these four, 3601 White Oak and 541 Harvard are contributing structures in the Heights South Historic District. We propose to renovate these structures along with 3607 White Oak, a non-contributing
structure. The fourth building on the site is a two-story non-contributing structure on the southwest corner of the site which will be removed.


While the project is being sponsored by NewQuest Properties on behalf of A S 146 White Oak LP, it is the vision of Alvin Alvis, the president of NewQuest and a Heights resident. Mr. Alvis envisions the creation of a walkable place that will serve his family, friends and neighbors with a gathering spot for informal gatherings, food and “treat” options in an eclectic atmosphere only possible in The Heights. The project as envisioned is in keeping with several of the city’s planning goals: the creation of a less car-centric, more pedestrian, bicycle and public transit-oriented development with generous private open space configured as a public amenity.

When complete, the project will consist of three neighborhood restaurants and desert venues surrounding a beautifully landscaped and hardscaped gathering “green space.” Deck and patio seating will provide interaction between the buildings and the green space resulting in a parklike setting for the area's residents to enjoy with their children.

In order to fulfill this vision, the project scope includes repair and renovation of the existing structures to remain. All the buildings will be “touched lightly” as needed to prepare them for their intended use while respecting their context and status as contributing structures. The character of the development is dependent on these existing structures.

Compliance Challenges and Process:

 

  • Platting and Building Lines

    3601 and 3607 White Oak are existing “zero” lot line developments. We will plat as a dual building line project with standard conditional language. We need confirmation that the absence of proposed additions other than canopies and decks to the structures will not “trigger” building line compliance.


     
  • Historic Preservation

    The site is in the Houston Heights South Historic District. 3601 White Oak and 541 Harvard are Contributing Structures. While contributing structures and important to the architectural fabric of the The Heights, we have not found evidence that sets them apart architecturally or historically. We are proposing renovation that is consistent with the style of the buildings, largely maintaining the existing facades and creating unifying architectural and site elements consistent with the development strategy and neighborhood context. The proposed improvements include:

     
    • 3601 White Oak
      • Replace the existing doors and windows with architecturally appropriate treatments
         
      • Repair and extend existing canopy on White Oak Frontage 
        • Construct new canopy at rear of building
           
      • Keep and restore existing “Houston” mural on east elevation
         
      • Replace windows on east elevation of building. It appears that the windows were cut in after the fact and we may re-brick some of the
        openings as the design is developed. 
         
      • Provide sidewalk and patio seating


         
    • 541 Harvard
       
      • Upgrade foundation for assembly use (restaurant)
         
      • General restoration
         
      • Replace front door
         
      • Construct deck for dining 


         
  • Pedestrian Oriented Development

    Key to the development is the creation of the landscaped green space for social gatherings and events. This is a family-oriented development. The plan proposes to: 
     
    • Eliminate one existing driveway along White Oak
       
    • Eliminate one existing driveway along Harvard
       
    • Create ornamental metal gateways into the project
       
    • Create an engaged green space with landscape, hardscape, seating, play and gathering areas
       
    • Utilize lighting to enhance user experience
       
    • Provide ample bicycle parking
       
    • Work with METRO on appropriate treatment of the bus stop mid-frontage on White Oak. 


       
  • Walkable Places and Parking

    While not in a “Market Based Parking” area, we believe that the site fulfills the objectives the city has emphasized in that it supports safer pedestrian and bicycle transportation by removing existing curb cuts and driveways within an enhanced pedestrian realm, preserves existing buildings, encourages non-car based transportation to access this amenity, and allows the land to achieve its highest and best use, Additionally, the project complies with the objectives of the Walkable Places Plan in that it provides an enhanced and activated pedestrian realm along White Oak and Harvard that transitions seamlessly into the amenitized interior green area of the development. 
     

    While we have explored every option available in the city’s ordinances, it does not appear possible to make this space work without a variance for compliance with off-street parking requirements. The site plan proposes eight (8) parking spaces to be accessed via the existing alley right of way. Our parking analysis suggests that the site is “short” twenty-four (24) parking spaces when the requirements of the Parking Ordinance are applied.

    While a valet parking plan remains an option for the Site, the developer’s intention that this be a walkable, family-oriented development is inconsistent with that solution. We believe that the project is providing sufficient improvement to the urban context and municipal infrastructure while complying with several of the City’s Planning strategies to demonstrate that a parking variance is appropriate.

Just realized Van Leeuwen has a location at Radom Capital’s Montrose Collective. Pretty decent ice cream, overall very happy with this lineup so far! This area really needs a small grocer/convenience shop like Blue or Foxtrot and if there are any remaining spots I hope something like that opens up here

It absolutely is! Its his Pizza Concept (the thing that brought a ton of success as a pop up in Covid era) and the other concept is his sister's who is a WONDERFUL baker.

NewQuest uploaded another updated brochure for The Terrace on White Oak in late June. The latest site plan does not include Angie's, Little Louie's, and Van Leeuwen. Perhaps NewQuest removed them screengrabs of the site plan were shared on various social media platforms? I don't know. 

In the latest site plan, there are vague descriptions of proposed tenants. Also, instead of Angie's and Little Louie's at 3601-3605 White Oak Dr, the most recent site plans depicts a proposed pizzeria for the entire building.

Angie's is my favorite pizza in Houston. Angelo and his sister had a place in the East End that had a bit of an identity crisis, pizza pop up > coffee cafe > italian restaurant > pizza again, but all of the food was incredible. The Louie's italian and his pizzas are the best versions that came out of that metamorphosis, but I have a feeling given that his sister Lucianna (Louie) is a pastry chef that it may end up being a cafe/coffee shop version?

I'd be curious! Also why Little Louie's? Are we getting a larger Louie's in the future?

Damn, I'm going to miss that mussel pasta.

Also, I'm sure you guys already know this, but both foods are currently available:

Angie's is serving pizza out of How to Survive on Land and Sea and Louie's does weekend pop ups from the coffee shop next door (you have to order in advance).

Highly recommend stopping in How to Survive for some wine n za
