wxman
I found the master plan (prolly antiquated by now and likely has changed by now) to The Woodlands Town Center. As you can see, where the Dick's is currently being constructed is a parking garage in the rendering. That said, the parking garage on the east side of Dillards is there and is currently coming online. Edited May 11, 2016 by wxman

The Woodlands Mall Associates LLC is developing the project, which will include a full-service hotel with at least 200 rooms, a select-service hotel with at least 125 rooms, 80,000 square feet of new retail space and a parking garage with at least 1,200 stalls." https://www.houstonchronicle.com/neighborhood/moco/news/article/100-million-project-to-bring-new-hotels-retail-17593159.php#photo-23178464 3
