Barry's Pizza closes after nearly 40 years

https://www.bizjournals.com/houston/news/2020/05/27/barrys-pizza-restaurant-closes.html

Barry’s Pizza has closed. The 37-year-old Italian restaurant at 6003 Richmond Ave. announced the closure on its Facebook page May 26.

The restaurant directly cited the coronavirus pandemic as the reason for the closure. The restaurant closed March 28, with a sign saying “Hibernating,” and never reopened.

Barry’s William P. Hobby Airport location is listed as temporarily closed on the airport’s website.

I don't know which neighborhood 6003 Richmond Ave is located. Some refer to area as the Galleria, but going off maps, it doesn't seem to be. Still, there are threads in the Galleria forum about properties in this vicinity.

Until there is a sub-forum created for this area, the "Other Neighborhood" sub-forum is probably the best fit for now.

6003 Richmond Avenue consists of two parcels. One parcel is an 0.41 acre lot on the corner of Fountain View Dr and Richmond Ave. The other is 0.52 acre.

An entity connected to Pappas Restaurant Group owns the property.

The Consulate General of Nicaragua at 6009 Richmond Ave is next to 6003 Richmond Ave. Across the street are the Mesa Building at 5959 Richmond Ave and Prospect Park at 3100 Fountain View Dr.

Following the departure of Barry's Pizza at 6003 Richmond Ave, a bar & grill concept named Parma / Parma Pizza opened in 2021.

Recent TABC permits indicate a concept named Tabu will replace Parma at 6003 Richmond Ave.

Parma originally opened as a concept from hospitality group Eighty Six'd. Shortly thereafter, ownership changed.

The new owner of Parma, I think was Capstone Houston Group. Together with Parma, Rose Gold (previously a Eighty Six'd concept), Bar Rosa, Space, and Seaside Lounge were among the other nightlife concepts acquired.

Mario Azodinia is tied to Capstone Houston Group. He's also tied to Sekai Hospitality.

As has been noted, Azodina is linked to the bribery scheme involving Mayor Turner's former aide William-Paul Thomas. He was also sued a few months ago by investors. The lawsuit accuses "him of defaulting on 17 promissory notes, totaling more than $4 million, for ventures including nightclubs, bars and a nail salon."

Almost all or all of the aforementioned bars / clubs recently changed ownership / management. I'm not sure about Bar Rosa. I don't know if Azondina sold most of his nightclubs and bars because of his legal woes or not. However, the timing of the new ownerships seems like it could be related.

Rose Gold and Space are now operated by another group or person. In place of Rose Gold, it's Ratio. Soon, Space will likely become Privacy. Seaside Lounge is also new management. I think the owner of Seaside isn't tied to Ratio. Neither is Tabu.

Below are photos of Tabu / Tabú. They're screenshots from a recent Fox 26 Houston news segment.

Tabú opened either in April or May at 6003 Richmond Ave. Prior to Tabú, the space was Parma, a bar & grill that doubled as a nightclub in the evenings. Tabú's concept is similar to Parma.

Following last weekend's mass shooting at Tabú, the city of Houston filed a lawsuit yesterday against the bar & grill / nightclub. The lawsuit is the result of multiple incident at the 6003 Richmond Ave property. One incident includes a shooting earlier this year when Para previously operated there.

Along with Tabú, the city is also suing PHCG Investments. PHCG Investments is the landowner and is also connected to Pappas Restaurants.

The court granted the city a temporary restraining order allowing for the temporary closure of Tabú. Houston Chronicle reports Pappas Restaurants is seeking to terminate Tabú's lease following recent events and other violations.

An excerpt from yesterday's Houston Chronicle article:

The nightclub allegedly has repeatedly violated city ordinances and state laws, including operating without an occupancy permit and selling alcohol without the necessary state permits. It has also failed to deter repeated criminal activities, the complaint said, citing three aggravated assault cases and two incidents of criminal mischief since the beginning of 2022.

...The city is suing under a state law involving public nuisances, which [City Attorney Arturo Michel] described as one of the strongest tools a city can use to crack down on problem sites.

A permit sign is up for "glenhaven estates plaza." I'm assuming they're planning on tearing down the exiting structure and build a shopping center..... hopefully i'm wrong

On last week's planning commission agenda, Glenhaven Plaza was listed. It is one of several development plats with variance requests up for a public hearing on January 11, 2024.

I think the replat for Glenhaven Plaza was an agenda draft item for the planning commission's November 2 meeting.

Below are details from the subdivision platting activity spreadsheet / plat tracker:

  • Subdivision plat name: Glenhaven Plaza
  • Application number: 2023-2492

  • TIRZ: St. George Place
  • Super Neighborhood: Mid West
  • Park Sector: 9
  • MTF: RICHMOND; FOUNTAIN VIEW
  • Land use: Commercial
  • Property size: 0.9489

Below is the legal notice for Glenhaven Plaza / Glenhaven Estates Plaza. The notice is published in Houston Chronicle's public notice section. This is also the same notice posted at 6003 Richmond Avenue.

As noted in previous posts, 6003 Richmond Ave was previously the longtime home to Barry's Pizza. In recent years, two short-lived bar & grill concepts named Parma and Tabu operated on the property.

Legal notice template for public hearing without variance or special exception (both virtual meeting and face-to-face meeting)

The Houston Planning Commission has received an application to allow the partial replatting of GLENHAVEN ESTATES, SECTION 2, being part of LOTS 110 AND 111, BLOCK 1, AS RECORDED IN VOLUME 19, PAGE 59 of the Harris County Map Records for the purpose of creating One Restricted Reserve. The new subdivision name is GLENHAVEN PLAZA.

This is the written notice of a public hearing the City send to all owners of property within 300' of the boundary of the plat. The Houston Planning Commission will hold a public meeting and public hearing on this replat. The Commission is the non-legislative body authorized to review and render decisions on subdivision applications and requests. The meeting at which this item will first be considered is listed below. A sign with this information has also been posted on the project site.

There was a public hearing last week for the proposed Glenhaven Plaza subdivision plat. The Planning Commission approved the plat upon the following conditions:

  • HPW- TDO- Traffic: 01/09/2024 - Ensure extending the existing sidewalk according to IDM standard.

    •  Verify that the fire hydrant will not conflict with the sidewalk, otherwise consider relocation.

    • New development is at the corner intersection, ADA ramps at the street intersection are required as per City
      (Detail # 02775-02).

  • HPW-OCE- Drainage and Utility: Detention is required.

  • HPW-HW- IDS: For the creation of this reserve, a Wastewater and Water Capacity Reservation letter is
required.  When applying for wastewater and water capacity for your proposed project, please attach a copy of
the proposed re-plat and the latest site survey to the wastewater and water capacity reservation application.

The property is located at 6003 Richmond Ave. It has been home to Tabu and Parma in recent years. Prior to those establishments, the property was the longtime home to Barry's Pizza.

PHCG Investments recently sold its property at 6003 Richmond Ave. The entity is tied to Pappas Restaurants.

According to a warranty deed recorded to the county clerk's database last week, K Partners LLC acquired the property. It appears the new landowners own a few gas stations and convenience stores.

A subdivision replat for Glenhaven Plaza indicates a new commercial development is proposed for 6003 Richmond Avenue. Maybe a gas station and food mart will be built here.
