User Designations

HAIF users have an identifier and icon next to their names (Low Rise, High Rise, Lighthouse, Factory, Hotel, Ferris Wheel, etc.).
Are these arbitrary designations or is there a hierarchy? If so, is there a key that explains the ratings, and how they're obtained?

EDIT: Boy I feel dumb. I think the Art Deco Skyscraper was added in later, as well as the Brown Stripey Skyscraper.

As both IronTiger and I noted in the next few posts, the 5 post mark is parking lot not parking garage.  Additionally, I wonder if there's more levels past 8000
