What's Been Up With Houston Police Department Lately

Just found out about this and I am sure yall know about this. Seems like the cops allegedly injuring a Chinese diplomat would be bigger news than it is.

If the little punk hadn't had fled, and he was fleeing, trying to make it to the consulate which i am sure he was informed to do in order to avoid police. Unfortunately for the cop chasing him, he didnt know what the chinese consulate looked like. Honest mistake by the officer. Betcha dollars to doughnuts you couldnt pick out the consulate either.

I've got no sympathy for the Chinese diplomat. Cops were doing their jobs...it's unfortunate they weren't aware they were on Chinese consulate property. If they weren't aware of the consulate immunity rules before, they sure are now.

On the other hand, there's no excuse for kicking a kid in the face. I understand there's a certain amount of force required to arrest someone, but there's no excuse for Rodney King-style beatings. Officers that engage in that should be fired and prosecuted to the fullest extent.

The chinese bumped his head on the way into the car. Big deal. They'll get over it. There's 1.5 billion of them.

As far as beating up the kid... he should have been shot on the spot. Had he not decided to become a criminal... he would not have been kicked in the face. Just dont commit crimes and you'll be ok. No mercy for criminals. If you haven't learned by now.... Oh well... Fry them all. Period.

From the Chronicle (April 30):

Unresolved Friday was whether city police had jurisdiction on consulate property. Parker reported police said they were unaware they were on property owned by the Chinese government.

The consulate has a large sign and usually flies the Chinese flag. The garage has a smaller sign designating it as consulate property.

Under the Vienna Convention of Consular Relations, police can enter a consulate's property only by the invitation or to protect the consulate from a grave threat such as a fire or mass shooting, said South Texas College of Law professor Geoffrey Corn.

“If they thought the person they were pursuing was dangerous to consular staff,” he said, “there's a provision that says permission is presumed. But this is nothing like that.”

Parker said McClelland has issued a directive that all beat officers receive the address of every consulate in the city.

I made an earlier post saying I thought the whereabouts of the consulate was common knowledge; perhaps because i've lived within a mile of it for the past 28+ years.

Still, I can understand how someone new to the neighborhood might not be aware of this building's tenant. "Large sign", indeed! Exactly where is this large sign? And the large flag is not all that visible. I've never ridden down the street and heard someone exclaim, "Oh, look! The Chinese consulate!" It's one of those places that has to be pointed out.

The Chinese seem to have made this building as anonymous as possible.

Hope this is a joke. The cops did not need to beat up the 15 year old kid and definitely not shoot him on the spot. From what I have read about this is that the video shows the suspect on his stomach getting beat up by eight officers and then they congratulated each other for what they did.

So you're putting all your trust in a guy who when last tried to accuse HPD of abuse was found to be incorrect? If he has nothing to hide, then why not release the tape?

People know not to run from the police in India & Pakistan. They get a lot worse than kicked in the face. The Chineese have to come here, and use our laws, and freedoms against us. They dare not do that in other countries. In fact, try that in Mexico - you'll just disappear ... I see nothing!

Oh cool, our police are more humane than the corrupt cops in India, Pakistan, China and Mexico. Awesome.

He pulled over for the officer and the officer didn't get out of his car for several minutes, so Yu, having immunity, drove off. When the officers pulled into the consulate behind Yu, he got out, announced his diplomatic immunity and ordered them off the consulate grounds. They proceeded to put him in the hospital anyway.

For an officer in an international city such as ours not to know where the consulates are, especially a prominent one like China's, is shameful.

I give this one a pass. I lived two blocks away from the consulate and was a regular pedestrian when I lived in the area. If I hadn't been on the ground level at a pedestrian pace, it'd be very easy to overlook the building. And somehow, I doubt the cop lives in Montrose, and I doubt even more he was a pedestrian in the area.

That said, there's a reason why cops are burdened with so many rules regulating their behavior, and this is a perfect example of it. If the small percentage of cops that are bad people didn't have a tendency to beat the crap out of people, then all cops would have more liberty to perform their jobs in a manner they see fit.

80 consulates, I didn't realize that we had that many here. Was Yu aware that he had no rear plate? If so, seems he could have had the front one transferred to the rear. In states that only require one plate, isn't that one plate always on the back? Still no excuse for strong arming him.

I know where its at ONLY because of HAIF. You think a cop who spends his days off driving around looking for things in this city that affect him or his job? Sure, one in every hundred or so.

Anyway, Yu stopped. His plate had been stolen because diplomatic plates are a novelty item. He pulled over for the officer and the officer didn't get out of his car for several minutes, so Yu, having immunity, drove off. When the officers pulled into the consulate behind Yu, he got out, announced his diplomatic immunity and ordered them off the consulate grounds. They proceeded to put him in the hospital anyway.

If that's how it really happened, then shame on the diplomat. I think people here watch too many movies of people running past embassy gates and the host nation stopping cold in their tracks, powerless to pursue - and think that is reality.

He broke the law, the fled from an officer, then attempted to give an officer orders counter to the officers job of law enforcement. How do we know that the officer really roughed him up and this is not just a claim to help his case of diplomatic immunity. People on this forum are so quick to throw HPD officers in the grease.

Why should he have to spend his off days? All police officers should be well-advised of areas in the city where they have no jurisdiction. These properties are foreign territory and cannot be entered except in extreme circumstances, like to save people from a fire. If police officers are prohibited from entering by international treaty, they should be advised where these places are.

He broke the law, the fled from an officer, then attempted to give an officer orders counter to the officers job of law enforcement. How do we know that the officer really roughed him up and this is not just a claim to help his case of diplomatic immunity. People on this forum are so quick to throw HPD officers in the grease.

Apparently when he broke the law he was not on consulate property. Immune or not, you dont get to run from the cops in this country. He deserves what he got.

The cops should know where the consulates are, but I have no problem with them following a criminal onto consulate property. China can shove it up their rear end as far as I am concerned...I will not yield my own safety in my country, and ask the police to walk on pins and needles on the OFF chance (80/4,000,000) that the person is a diplomat.

And as a partial threadjacking just for you Kylejack - I witnessed 11 cyclist on Heights blvd this morning at 6:20am not stop at a stop sign, and run 4 consecutive red lights. I wanted to call the cops but I did not want to waste their time.

It frankly doesn't matter that he was a diplomat. They're not even allowed to follow a common American criminal onto foreign territory. Proper procedure would have been to cover the exits and notify the consulate that they had tracked a traffic violator to the consulate, and to have them confirm whether the person was a diplomat who has diplomatic immunity or a common criminal. The consulate would probably be all too happy to hand over a common criminal. The HPD officers are damned lucky that the consulate security hadn't been paying better attention, because they were well within their rights to shoot every one of these officers pursuing the Deputy Consul General.

I like where you're going with this as I too think we should get into a pissing contest with China. Let's just hope this can be inflammable enough to set off the powder keg that leads to WWIII.

Eff China. Eff 'em in their 1.3 billion rear ends.

Buuuut, can I offer a word of advice first? We should finish the two wars we're currently involved in (and that China's effectively paying for) before we pick on someone our own size like China.

Also, for someone who's such an ardent follower of the letter of the law, I assume you'll be wanting us to turn the police over to the Chinese to face prosecution under their jurisdiction as they technically assaulted a citizen of China on Chinese property (their authority to police does not extend beyond our borders). Or, do you only follow American laws to the letter?

This is why we need real robo-cops. A real person (not to mention the non-Rhodes scholars who typically join police forces) can't possibly keep up with all of the laws and restrictions that come into play in all criminal scenarios. But, as we all know, robots do whatever we tell them and can be made to look much scarier that your typical shades-wearing ticket jockey.
