I don't think Houston's bums are a major problem, they just add to the scenery. I look at them as like a PSA, showing kids that you better study hard and stay in school. That was part of explaing how a mass exodus to Dallas would occur if we did that. I never start the "bum" thing, someone always mentions it first, and I have to throw my 2 cents in.
