I haven't seen any accusations that the station owner is involved in any illegal dealings. It seems like the city expects some gas station owner to hire an entire security team to make sure nothing shady is going on in their parking lot. This is a completely unreasonable expectation that no other gas station has to suffer. If HPD says there are too many fights or drug deals going down in the area, they should increase patrols or set up some undercover buy busts. It's not reasonable to expect a business owner to have to go out and stand toe to toe with every brawler, junkie, or dealer. That's what police are for.
