Texas A&M Space Institute, which will be housed in this building, was approved with Dr. Nancy Currie-Gregg being named director. She's got a great reputation in Clear Lake and in Aggieland. Fantastic choice.

Reading some headlines that Port of Houston will be building their building with East River. This is very good and interesting news. I feel that ER needs some good news in their tenant list.

"The space industry is getting a little extra oversight in Texas. Tuesday, Governor Greg Abbott signed HB3447 into law, establishing the creation of the Texas Space Commission. The group will distribute $350 million in taxpayer dollars towards the development of the space industry in Texas."

So this project and the expansion of I-10 all the way to I-610 W is included in the draft 2024 UTP. This is awful and unnecessary. The least they could do if they have to spend $1.4 billion on it is cap it and allow the city and county to develop the top into a park.

SB 1057 escaped a veto and has become law! Hopefully we can look forward to an exciting renovation/expansion of George R. Brown or other venues soon. Does anyone know if any parts of the NHHIP deck park could benefit from this funding?

The Aplin Center begins construction this fall. With development led by Hines, this will be the first mass timber building in the Brazos Valley, I believe. It will replace all 9 acres of Lot 61 with a new building and green space!

In my opinion, not unless they put in a parking deck where the current Zoo parking lot is (or if the do away with the golf course). Neither of those seems likely in the near term, but perhaps some day.
The Hermann Park master plan shows no changes to it. But I don't think it would be unreasonable to consolidate the parking from it into the planned garage under the playground where the zoo/amphitheater lot is currently.

The Pelican Island Bridge replacement will begin in 2025. This will be critical for further port development once cruise terminal 4 and Westport developments get underway. The only other place to expand to is Pelican Island and there’s plenty of land there!

The Port of Galveston is preparing a $120 million bond package to fund the improvements mentioned above at Cruise Terminal 25 and to build the new fourth cruise terminal at Pier 16. $70 million of bond funds will go toward the new terminal. The trustees expect to have a contract with MSC on the fourth terminal within weeks, prior to bond issuance.

Status?
Both the state budget that includes the money for this (HB 1) and the enabling bill to create the commission and research fund (HB 3447) have been passed by the legislature. The budget is being examined by the comptroller and HB 3447 has been sent to Governor Abbott's desk. He was an early endorser of this plan so it should be a foregone conclusion that he'll sign them both/allow them to become law. We can hopefully look forward to planning and construction to commence on this massive facility in the next two years!

The Texas A&M University System Board of Regents approved the creation of the Texas A&M Semiconductor Institute this month. Of note is the $144 million in proposed facilities for semiconductor research (capturing grant funding allocated by the US CHIPS Act from last year) and secure semiconductor manufacturing for defense applications that would be built at the RELLIS Campus. Governor Abbott asked the system to lead the state's efforts for two of three major initiatives that align with national goals: the National Semiconductor Technology Center (NSTC) and Manufacturing USA Institutes (MUSAI). The System expects $200 million in startup funds will be provided by the Texas Semiconductor Innovation Fund, which has passed the Texas Legislature and been sent to Governor Abbott's desk in the form of the Texas CHIPS Act, HB 5174. This is priority legislation for Abbott so it is expected he will sign it. This would be game changing for Texas A&M, the Brazos Valley community, and potentially Texas as a whole.

In the state budget released today, $350 million is included in it for the Texas Space Commission. $200 million of that is for Texas A&M to build a facility "adjacent to the Johnson Space Center". I think the most logical place for this is the spaceport since there is already a plan for a university facility there. Otherwise my next guess is Space Center Houston land. The enabling bill, HB 3447 has not yet passed and is in conference committee. If it does not become law, this all goes away.

DISCLAIMER: Not related to the W Hotel project (sorry, I know that's what y'all really want).
SB 1057- giving Houston a similar hotel occupancy tax system to Dallas and Fort Worth (who both receive a larger share of HOT than Houston) to allow for funding convention center and venue renovation, upgrades, and construction- has passed the Texas Legislature as of today. It has not yet been sent to Governor Abbott but I believe the necessary actions to get there are just formalities (assuming the small amendment on the Texas House floor to make the language slightly more ambiguous does not cause any issues with the Texas Senate).

I guess the life science slow down affected the schedule. Looks like only the first building will be built for now. Houston's class-a life science sector needs to gain some traction. Let's go!!
Phase I AKA building 1, looks great. Hopefully more, even taller, buildings line Levit Green Boulevard soon!
Related to hopefully spurring some life sciences growth in the state of Texas, SB 2289- exempting equipment owned by medical/biomedical manufacturers from contributing to the ad valorem tax valuation- has passed the Texas Legislature and been sent to Governor Abbott. (I can't imagine a world in which he wouldn't sign it.) Then it will be up to the voters of Texas to approve as a constitutional amendment (shameless plug to always always always make a point to vote in Texas constitutional elections, there's often some great stuff in there like this).
This would significantly reduce the taxes paid by medical/biomedical manufacturers and hopefully encourage more companies to locate and grow in Texas and spur additional developments like Levit Green. The Greater Houston Partnership, in its Week 19 Legislature update says:
"Texas's effective tax rate for this industry is 28.3% – more than double the next highest competitor state, North Carolina. In fact, Texas’ largest competitors in this sector, North Carolina, Massachusetts, Tennessee, Illinois, and Pennsylvania, all have an effective tax rate below 13.5% for this industry."
Hopefully we're in for a biomedical boom in Texas!
