That's Element's old facility, they moved out to 290 and the Beltway a couple of years ago and the land has been for sale since. They are an O&G / Aerospace material testing facility.
Looks like the property is still for sale (the listing on loop net was just updated last week). My guess is they are demoing one or a few of the existing functionally obsolete buildings to make the property more marketable.

They started building out a steel frame yesterday to expand the crown to encompass the entire floor. This morning it looks like they were boxing it in with the pre-cast.

Pearland Economic Development Corp. president Matt Buchanan said that the city is working with AMG, which is the Houston subsidiary of Modern Land of China, to ensure proper infrastructure is in place before further construction occurs.
"Obviously this area doesn't have a lot of infrastructure right now," Buchanan said of the acreage. "So, any time you undertake a project of this scale and magnitude, there's quite a bit of planning that needs to go into place to get it all put together."
Before construction can resume, the city and AMG need to create and complete zoning development agreements for needed off-site infrastructure. That would include roadways, drainage, parks and amenities in and around the site.

The company planning high-speed rail service between Houston and Dallas announced Tuesday it has reached preliminary agreements to buy property from nearly one-third of the landowners along the planned route, including half of those in two counties where vocal opposition has been strongest.
Texas Central said they have reached option agreements with owners of about 30 percent of the necessary parcels in 10 counties. The option agreements bind property owners to selling the right of way for the train, with the company paying them now for the right to purchase the land once Texas Central has final federal approvals and the funding to build the line, estimated to cost $12 billion.

I counted 4 at the base. If they are working on the crown now, then they cut the two floors that are shown in the rendering below the crown off. From what I can tell that is the only difference. The rendering never had as many floors as the articles claimed the tower would have.
If I remember correctly, the original plan was 34, then two more floors were added right before construction started.
