I think the stakes are for the heads of Hines dead competitors. I thought it was a weird feature to include in the design when I first saw it, but I guess the development world is a true blood sport. If you look closely I think you can see one stake for the head of the Regalia at the Park Developer. Truly gruesome...3 points
