4309 Washington Ave is located an 0.05 acre parcel between Thompson St and Snover St. It's a grassy, vacant lot next to several townhomes on Thompson St. The grassy lot is also comprised of the following parcels at:

  • 4311 Washington Ave (0.04 acres)
  • 4313 Washington Ave (0.04 acres)
  • 4315 Washington Ave (0.04 acres)
  • 4317 Washington Ave (0.05 acres)


Combined, the parcel total 0.22 acres.

A block from these properties is Laredo Taqueria. The restaurant is located at 915 Snover St.

There is a proposed Class 2 subdivision replat (C2R) for the following parcels:
 

  • 4313 Washington Ave
  • 4315 Washington Ave
  • 4317 Washington Ave
  • 4319 Washington Ave
  • 0 Washington Ave



The plat was submitted to city's planning department in late February. Plat Tracker lists the applications status as awaiting completeness. According to the Plat Tracker guide, the designation means "the application and/or documents did not meet Plat Tracker criteria or required documents are missing," according to the Plat Tracker guide.

The subdivision name of the proposed plat is Equilent 2404.

According to the city's Plat Tracker map, a proposed subdivision plat named Swan Terrace was submitted to the city in 2015. It seems developers were planning to build townhomes or some kind of residences on the properties. County records; however, indicate Equilon Enterprises LLC and Shell Oil Products US acquired the properties in November.

In addition to warranty deed records, there is also a record of a termination of common area agreement filed in November. The agreement discontinues previous arrangements for the creation "of a homeowner association...to provide for general maintenance and upkeep of designated common areas on the premises... as commonly provided for residential property." The document also states "Equilon intents to replat and develop the premises as commercial property."

I'm assuming the properties could be for the construction of charging stations for electric cars (EV charging stations). @HNathoo speculated as much in a topic pertaining to two downtown properties Equilon Enterprises and Shell Oil Products US own. The entities purchased 208 Main St and 214 Main St earlier this year. HNathoo's guess is it will probably become an EV charging station.



Below is the previous plan for what was likely going to be townhomes. The plan is included in the termination of common area agreement:

Houston Chronicle reports on Shell expanding its electric vehicle charging network in the U.S. It doesn't mention anything Houston-specific, but it possibly relates to plans for the properties at 4309-4317 Washington Ave.

As mentioned above, Shell acquired the following properties last fall:

  • 4309 Washington Ave
  • 4311 Washington Ave
  • 4313 Washington Ave
  • 4315 Washington Ave
  • 4317 Washington Ave


It's possible the oil and gas company may have plans to build electric charging stations here.

The filing lists Shell Recharge's Washington Corridor address as 4315 Washington Avenue.
