Elin is leasing the property at 220 Twinwood Parkway from Houston-based Welcome Group and will install new manufacturing equipment over the next 10 years at an estimated cost of $35 million, according to the Commissioners Court agenda item. The county’s tax abatement is on that investment, not the real estate. The 42-year-old company formed its U.S. subsidiary, Sirius PV USA, for the operation of the plant and plans to hire about 100 people in its first year of operation and 450 by the seventh year, according to the Waller County Economic Development Partnership.
