The only place a basketball court should ever exist is on private property - gym, driveway, etc....they simply are magnets for crime, graffiti, drugs, and other gang activity. Its a shame the sport has gone completely thug, but it has. You will seldom see anyone who does not look like a thug using a basketball court on public property. I am being PC here too....I say seldom, because its possible someone else has actually seen it - personally I have not witnessed non-thugs on a basketball court since I was in High School.
