District E includes two far-flung suburbs, Kingwood and Clear Lake. It is. I'm always on the side of closer representation than further out. That would be the good news. The bad news is that would be one extra representative for suburbia. Not so good. In order to ensure a balance of power between the inner city and suburbia, I would propose splitting district C in two. The Heights and Montrose are fundamentally different districts anyway.
