Considering how far they are from the city center, it makes sense. A level 3 should handle just about anything. If a major event (Tanker explosion, multi vehicle accident, etc..) then they can quickly do a quick triage, send for a copter clear out patients if there is a bed shortage or if they get overwhelmed.Not to mention a helipad they can count on if they have to transport a patient that will become familiar.
