Sorry guys, my friend got the job as the crane op on this project. He says theyre just expanding the parking garage, making it even more massive.
I think they just want to generate
more parking revenue.

I'm generally very anti-government, anti-regulation, anti-zoning, anti-state, what have you......but.....is there any clever way the city could "force" these crappy dollar stores and weave stores out of those retail slots? Perhaps by proxy, or some sort of new, bogus "regulation?"Good catch. Please let that be for refurbishment of the trashy Main Food Store across from the Hillcorp building and next to 1010 Lamar.

Go at night when the cranes aren't working, there's nothing stopping you from climbing that ladder all the way to the top, except maybe some paul blart on the ground, but most of the time it's pretty easy.It's actually a fairly entry level DSLR...Nikon D5500. What do I have to do to get on top of one of your cranes?? That would be some fun.
Edit: I am not serious and am not suggesting that you do anything illegal that may result in incarceration, physical harm or even death.

Its called a jib (if its a tower crane), not a boom
And since they don't like to build jibs in the air one section at a time, they normally put the entire jib together on the ground and install it in one lift, as seen in the pictures above. A tower crane isn't strong enough to fly the entire jib to the top of another tower crane, much less the counterweights, it would be out of chart.
