County records indicate Houston Livestock Show & Rodeo Inc (HLSR) owns the property. HLSR's ownership dates back to 2017. Either water retention or a paved surface lot for upcoming rodeo probably. Private road leading from the south loop feeder to west bellfort. Every entrance a long West Bellfort is numbered. That would give them complete control of that whole, giant parcel. Another possibility is the HLSR is on METRO's land because of related site work for their own parcel across.
