I think TxDOT is installing these signals instead of the City of Houston. The City of Houston specifies black signal heads for Downtown and Midtown. Usually TxDOT will try to match COH standards. This is a TXDOT HSIP project so they will use TXDOT equipment...but yeah, TXDOT def has all black signals that they couldve used to be consistent.
