"Aspen Heights had planned to build two apartment high-rises on city-owned sites at 1215 Red River St. and 606 East 12th St., adjacent to Waterloo Park. The development was expected to include hundreds of affordable units — a top priority for city leaders as Austin continues to fall short of its long-term affordable housing goals. It now appears the developer can't execute a financially viable project, based on affordable housing requirements and construction costs."
