Looks like a new master transportation plan came out for the city: http://www.h-gac.com/taq/plan/2040/default.aspx Appendix G Corridor Summary Sheet shows a range of projects that are already planned and funded and even proposals that have not been funded yet, including the grand I-45 construction through downtown. Here's a quick taste of some of the proposals. The Heights one is the most interesting one to me. Doesn't appear to be light rail.
