Looks like a new master transportation plan came out for the city: http://www.h-gac.com/taq/plan/2040/default.aspx Appendix G Corridor Summary Sheet shows a range of projects that are already planned and funded and even proposals that have not been funded yet, including the grand I-45 construction through downtown. Here's a quick taste of some of the proposals. The Heights one is the most interesting one to me. Doesn't appear to be light rail. Some form of rapid transit to the transit center.
