When there is a breakdown or accident there is little room to pass, so some days I see a worst backup on the HOV lanes then the freeway itself. But I think a simple re-working of the shoulders should be necessary to open it up to standard. Perhaps shorten the shoulder on the mainlanes to make room for the HOV lane?
