He'll have heavy equipment out there doing site work, pushing around a lot of dirt in anticipation of the installation of underground infrastructure, for pouring foundations, roads, parking lots, etc., and also to meet an engineer's specifications for adequate slopes to effect proper drainage. In his case, there is a lot of material that will be left over in a big mound somewhere. He'd like for it to be hauled off, and he'd especially like to not have to pay for it to be hauled off.
