That is those downtown lofts at the corner of Main and Franklin, with some 4 or 5 story addition on it. Look at the building behind it. That is the Jury Assembly building (Congress Plaza). If you look at MSN LiveSearch at the corner of Franklin and Fannin, with a western view, you can see what the building looks like without the add-on on top.
