I don't think Texas rules are set up to ever allow you to receive a check from the power company. A solar array WILL allow your meter to run backwards however, which has the same effect. Solar demand is so high that prices have actually gone up a bit, after dropping steadily for years. An installed system would probably run about $6000 per peak kW. It is still not yet at a price that saves money over grid electricity.

Here is a website for a friend of mine who has been in the business near Tomball for years. He appears to be one of the most informed in the Houston area. There are some general prices for different size systems, starting around $9600 for 1.5 kW peak power.
