OVERPASS CONSTRUCTION AT BELLAIRE AND SH 6

Neighborhoods fear project's effects on local businesses

Harris County Judge Ed Emmett joined with other members of the Transportation Policy Council for the Houston-Galveston Transportation Management Area on Friday in delaying construction of a controversial overpass at Bellaire Boulevard and State Highway 6.

Emmett proposed excluding the project from a list of transportation projects being recommended for funding by the Texas Department of Transportation. Emmett's proposal was seconded by Houston City Council Member Sue Lovell and was given full approval after a voice vote by the council.

"Area residents and business owners have questioned the need for this work and are concerned the overpass will actually damage their community," Emmett said this week. "By delaying the project, we get a chance to determine the validity of these complaints without jeopardizing funding for the work."

The council's decision does not kill the Bellaire/SH6 project, but delays it until an Access Management Study can be completed. That study, expected to be finished in October, is to identify transportation projects that improve mobility, reduce vehicle accidents and support economic development. The Transportation Policy Council will then reconsider the project at its November meeting.

Some residents of the area have complained to Judge Emmett that the project will generate significant noise, endanger local businesses and do little to make area traffic safer or less congested.
