musicman
Two council members spent more than $100,000 from campaign accounts to pay legal bills related to an ongoing investigation by the Harris County District Attorney's office, records show.Since January, council members Carol Alvarado and Michael Berry have paid lawyers $70,000 and $45,000, respectively, according to campaign filings made public Monday.Berry and Alvarado, both of whom declined comment Tuesday, have been subjects of a broad inquiry into city officials and practices launched by District Attorney Chuck Rosenthal's office last year.A payroll-padding scandal involving the mayor pro tem's office last year prompted the district attorney's investigation. Alvarado was mayor pro tem at the time, but stepped down from the post in March after the investigation become public. The broader probe has included scrutiny of campaign records, bonuses and other matters involving several council members' offices, but prosecutors have not said much about their inquiries.full article

RedScare
From what I read somewhere else, Berry is being investigated for campaign expenditures that may not have gone to campaign related items. He reported some bills paid relating to campaign signs. However, one vendor allegedly said he never got any money from Berry, and the other said he was not paid nearly as much as Berry reported. The implication would be that the money went to non-campaign related sources, or to Berry himself, which would violate campaign laws that contributions can only be used to run a campaign.
