I think they may be referring to the garage going up as a part of "Theater Square" just south of the park

Market Square Park. There's a parking garage with retail going up on half of the block south of the park.

Snapped two pics. The steel framing is almost complete on the lower apartments. They also just poured concrete on the floors in the southeast corner.

"Houston First Corporation and the Greater Houston Convention and Visitors Bureau are now in their new home in Partnership Tower, the 10-story office building that connects to the north end of the George R. Brown Convention Center. The new building looks out at Minute Maid Park, Discovery Green and the downtown skyline. It is attached to the GRB via sky bridge and adjoins a 1,900-space parking garage that will also serve the forthcoming Marriott Marquis Houston.
Monday, September 12, was moving day for most employees, who will be housed on the second, fourth, sixth and eighth floors. Although the building is not completely finished, it was a smooth transition and most of the boxes and moving crates have been emptied as the new offices take shape."

The lobby has mattresses stacked up everywhere ad they have started putting up interior sineage and other stuff. Have they announced an opening date? I could see a soft opening within a month.
Their website says September 27th, which is just under two weeks away.

Heres a link to the 609 camera and if you look there is a time lapse for its construction, with a couple of hiccups when it got knocked loose.

Pappadeaux!
" Pappadeaux Seafood Kitchen, a popular Cajun seafood brand within the bulging Pappas Restaurants portfolio (including Pappas Bros. Steakhouse, Pappasito's Cantina and Pappas Bar-B-Q restaurants), will take a 9,000-square-foot space on the southwest corner of the convention center facing the new pedestrian promenade called Avenida Houston. It is the largest restaurant space in the collection of the Avenida restaurants announced by Houston First. "
