  3. Never underestimate the power of beliefs, both positive and negative, in creating self-fulfilling prophecies. CHI St. Luke’s is quickly advancing additional cancer-focused development on the McNair Campus, and BCM needs to escape the aging Cullen Building that’s inadequate for 21st century medical and scientific training. I’m positive on BCM’s downstream TMC3 involvement, and hopefully Dr. Klotman and BCM’s philanthropists will make it happen.
  4. This parking lot and the hollowed out Barbara Jordan post office hosted the Day for Night electronic art and music festival in 2016 & 2017 (https://bit.ly/39WeU4e). I hope that the new Post Houston development can bring the same energy and vibe as those awesome weekends spent in downtown Houston.
  5. Per the video, Parcel D (directly across from the Parcel C collaborative building on what would be the east side of the to-be-demolished William C Harvin Blvd) is a new industry building that has been signed, is to be publicly announced in the coming months, and appears to be 1.5-2X the size of the collaborative building. The night rendering doesn’t appear to capture the current plans for Parcel D. Although the TMC3 construction timeline was shown sequentially in the video to highlight campus assembly, I’d guess that construction of the Parcel D industry building (and likely also the Parcel I parking garage / fitness center / retail) will overlap Parcel C collaborative building construction. In a 2019 “Looped In” podcast (great local architectural podcast, BTW), the TMC CEO detailed a phased TMC3 buildout. Although construction of the BCM buildings (no longer Parcel D but now Parcel F and an unidentified section of land across F Street bordering OST) appears to be delayed beyond the first phase, I wouldn’t be surprised to see accelerated development across the board. Super excited to learn about the complementary UT campus development across OST! Together, this welcome connected complex alongside the adjacent Blossom, Hyatt and Majestic projects promises to be a bustling, aesthetically pleasing and walkable economic engine for the TMC and the City of Houston.

Texas Medical Center, TX -- Moody's assigns A1 to Texas Medical Center, TX's Series 2020 A&B; outlook stable USE OF PROCEEDS Proceeds from the Series 2020A bonds are expected to be used to pay a portion of the site development costs associated with the TMC3 campus and costs of issuance. Proceeds from the Series 2020B bonds will be used to pay TMC's share of a collaborative research building, underground parking including capitalized interest and costs of issuance.

TMC3 Development Corporation, TX -- Moody's assigns Aa1 to TMC3 Development Corporation's (TX) 2020 lease revenue bonds (TAMUS); outlook stable USE OF PROCEEDS The proceeds will be used to construct, improve and equip the System's leasehold interest in the shared Collaborative Building on the TMC3 BioResearch Campus and to pay the costs of issuance.

  11. There was no Texas A&M Board of Regents open forum discussion on the planned Texas A&M TMC3 Biomedical Research Building. However, it appears to still be a part of the FY 2021-2025 Capital Plan (PUF debt). I have shared exciting news on the Texas A&M Innovation Plaza $401M public-private partnership groundbreaking under that HAIF topic — hint: it’s next week!
  12. John Sharp, Chancellor of Texas A&M System, just stated to the Texas A&M Board of Regents in open forum that the groundbreaking on the Texas A&M Innovation Plaza will occur next week. This public-private partnership is moving at warp speed with $401M in private investment! Late 2020 is coming sooner than we imagined.

It appears that Texas A&M Board of Regents will be discussing their $109M TMC3 Biomedical Research Building, the nearly complete $87M En/Health Building renovation and the $401M private development TAMU Health Plaza at the upcoming August 20, 2020 meeting (see p250). We’ll learn more during the 4:45p CT session (live stream and agenda below).   14. I’m not certain if this master plan (https://ibb.co/GPJ1b3N) has been shared on this forum, but it was extracted from Dr. Doug Lawson’s November 2019 McNair Campus Legislative Open House tweet. Additionally, in the referenced July 2020 YouTube video, Dr. Paul Klotman references both TMC3 and the McNair Campus expansion (see 10:44 - 13:00). Specifically, he references BCM’s proposed “education building” (i.e., medical school relocation) and “population health / big data science building”. I presume that the population health / big data science building (Parcel D) will be just across from the TMC3 collaborative building (Parcel C), and that there will be a connecting bridge from Parcel D over to the large tower that I presume will be the new BCM medical school building. Considering this very recent statement from Dr. Klotman and the current work already underway at Staffordshire/OST, I believe that both TMC3 and the McNair Campus are nearing an inflection point and rapid expansion.

  17. Per the Houston Planning Commission, this plat requires a public hearing and a complete application that has yet to be provided by the applicant. As such, Blossom Hotel and Suites was not considered at the May 28, 2020 VPCM. Once the applicant provides a complete application to HPC, the commission will establish a public hearing date and updated signage will be posted on the property to notice the public.
