Based on the architectural barriers project and limited liability company filings, Barbacana is a food and beverage concept from chef David Hernandez. Hernandez has helmed the kitchen of several Houston restaurants. I'm unsure where he worked last, but I recall he lead the kitchen at George's in West U.

Named Maven / Maven Coffee Co., the coffee shop and cafe will be located in the lobby of the hotel. It's one of several food and beverage options opening in the hotel. The coffee shop is from Houston Astros pitcher Lance McCullers Jr. and Juan Carlos Martinez de Aldecoa (Eximus Coffee).
Located in The Allen mixed-use development, Maven aims to open in November (at least that's what's indicated on Maven's website and social media).
Building permits lists the address for Maven as 1711 Allen Parkway Floor 1. However, the address on Thompson Houston's website lists 1701 Allen Parkway.

I do appreciate that this Starbucks is seemingly leaning into a much more stay and hang vibe than so many others in the city.
The design, at least from the outside, appears to encourage hanging out. I like it. Each location is designed to fit the needs of the area to a degree. I think the inclusion of an outdoor patio is a good idea. With the middle school across the street, I can see this being an after school hangout for the students and parents.
I wonder if there is any accommodations for bicycles? I didn't notice it in the drawing. If there will be space for bikes, I may have overlooked it in the submitted documents.

Tilman Fertitta recently acquired the 4702 Westheimer Rd and 0 Westcreek Lane parcels, according to Houston Chronicle today:
Fertitta announced Wednesday he closed on a 3.4-acre site at 4702 Westheimer, near his newly purchased River Oaks District... The parcel’s proximity to River Oaks District could create future expansion opportunities for the upscale mixed-use development he bought in March for $450 million.
In the latest Realty New Report newsletter, Ralph Bivens speculates what Tilman Fertitta may have in mind for the 3.4-acre property at 4702 Westheimer Rd:
Fertitta bought 3.4 acres at 4702 Westheimer, next to the River Oaks District... This parcel may become the site of the first urban casino to be built in Texas in the last century or so. Combining the upscale retail and restaurants at the River Oaks District with an adjacent casino hotel sounds a revenue-generating slam dunk... If casino gaming is ever approved in Texas, Fertitta appears to be shovel-ready for a casino on Westheimer and perhaps on waterfront sites in Kemah and Galveston, as well. -
