Holmes Road Illegal Dumping

While browsing Ebay for historical Houston items I came across an image of an illegal dump site located on Holmes Road at Keely Street. The image was taken in 1982.  40 years ago.

Without coming off as a ranting tone of voice, I just ask why. 

Why in 40 years has Holmes Road continued to be a dumping ground for tires and contractor waste? The surrounding community and residents have not changed in 40 years? Multi-generational poverty? 40 years is a very long time!

wow. just wow.

Over the past few days someone dumped a dead dog on the side walk. Now the dog is decomposing and you can see the rib cage.

What's the statement here? Is this some type of NIMBY-Extremism? The criminals will to do everything in their power to fight-off the development of the area. 

Is this letting people know who controls the neighborhood? This is their turf.  Or maybe just a general "fck you" to society?
