An architectural barriers project for Kai filed with the Texas Department of Licensing and Regulation (TDLR).  According to the filing, the house at 746 W 24th St will be converted into a restaurant:
 

  • Start Date:  4/3/2023
     
  • Completion Date: 10/2/2023
     
  • Estimated Cost: $450,000

According to an entity filing and alcohol permits, the name of the restaurant could be Kei instead of Kai. However, Kai is the name shown on the plan review permit.

Samee Ahmed and Saber Ahmed are listed as the owners. The brothers are the minds behind luxury menswear clothing line Glass Cypress.

Glass Cypress' showroom in Montrose (1711 Indiana St) also plays host to Neo, an exclusive omakase pop-up.

It's possible 746 W 24th St will be a brick-and-mortar restaurant for Neo. Back in August, Houston Chronicle covered Neo and included this nugget:


"The team has plans to open their own space in the Heights next year, Truong said."

"They want a space to entertain their customers and to demystify notions that an omakase meal has to be prescriptive."

The name of the restaurant may be Kei or Kai. It's also possible, the name could be Neo. Noted in the plan review is the following correction request:


The name of the restaurant on the civil set is "Neo", the cover sheet and the rest of the architectural drawings show "Kai". Please revise.



I think 746 W 24th St is the location of Neo's long-awaited brick-and-mortar restaurant. Still, I'm unsure if the omasake pop-up from Jeremy Truong, Luis Mercado, and Paolo Justo will retain its current name in its new home.

According to the structural planning report in the plan review for 746 W 24th St, it seems there are plans to utilize the adjacent lot at 750 W 24th St.

750 W 24th St was sold in September. However, it doesn't appear the landowner of 750 W 24th and 746 W 26th are the same.

Construction documents for 746 W 24th seem to indicate plans 770 W 24th St. It seems those plans are to demolish the house currently occupying 750 W 24th St. Perhaps the tract is intended for surface parking.


Below are the comments from the city's planning and development regarding 750 W 24th St:
 

  • Building demolition:

    A separate building demolition permit is required for the existing building at 750 W 24th Street. This permit is acquired through our customer service department.

    A hard hold will be placed on this project prohibiting the sale of permits until the demolition has been completed.

A demolition/sewer disconnect permit was issued in late April for 750 W 24th St.

A planning development permit was filed today for 746 W 24th St. The permit indicates it's for a "1,554 sf convert of residential duplex to restaurant."

746 W 24th St is the location of Neo's long-awaited brick-and-mortar restaurant. I'm unclear if the restaurant's name will be Kai or Neo. It's listed as both in design documents submitted to the city.

Plans for 746 W 24th St were approved for permitting in October.

A few days ago, Comma Hospitality announced  a new concept is debuting this summer. One of the hospitality team's dining concepts is Neo, a reservation-only omakase counter.

The announcement didn't disclose the name of the concept. I'm unsure which concept Comma Hospitality will introduce. The group has several dining concepts in the works, at least three that I'm aware. 

The three dining concepts coming soon from Comma Hospitality:
 

  • Kira - I'm not sure what all it will entail. However, it will be located in Shops at Arrive River Oaks. It's taking over La Borra Cafe's former space at 2800 Kirby Dr, Suite B-128. 
     
  • Kai - That's the working name for what may be the brick-and-mortar location for Neo. It's located at 746 W 24th St.
     
  • Piedra



I'm thinking the announcement is referencing the group's forthcoming River Oaks concept.

A plan reviewing fee was purchased today for 746 W 24th St.

Details from the permit:

  • Use: Remodel, restaurant
  • FCC Group: Non-residential alteration


As previously mentioned, Comma Hospitality is opening a restaurant on the premises. The restaurant's name is likely Kai.
