from Cohen's enewsletterCouncil approved a contract between the City's Administration and Regulatory Affairs Department (ARA) and Emancipet, Inc. for citywide, low-cost spay and neutering services. Houston is home to an estimated 800,000 - 1.2 million stray dogs, which creates a public safety risk and poses a financial burden on BARC (Houston's animal shelter, which is operated by ARA). Emancipet plans to help address this situation by providing low-cost spay and neutering procedures, as well as general animal wellness services, through their temporary mobile clinic with the goal of establishing several brick and mortar clinics throughout the city
