Sometimes they will hold design competitions for projects they want to get free ideas on...I know they are mostly geared to college students but it might be worth checking into. Most parents do not know how to foster this type of creativity. He could be a budding engineer, architect, designer; but how to feed that creative monster for youngsters isn't easy.
