Factors include doing business, education attainment, population, and job growth. The top 10 areas were Boise, ID; Raleigh-Durham, NC; Austin, TX; Washington, DC; Albuquerque, NM; Huntsville, AL; Fayetteville, AR; Norfolk, VA; Atlanta, GA, and Madison, WI. Dallas ranked 19.
