New federal flood level elevations have also made restoration almost impossible. The building at 29th and Broadway was built in 1921 and was designed by architect Joseph Finger. The building at 29th and Broadway was built in 1921 and was designed by architect Joseph Finger.The owner had been searching for a way to tear them down for several years, Ike gave him the excuse.
