It sure does, especially when added to the costs of the interior repairs. Immediately after Katrina, there were doubts expressed regarding the cost-effectiveness of repairing the Superdome. Still, there would have been howls of protest if New Orleans got a new stadium out of the deal. And yes, I'd like to know who's paying for it, too.
