Several towns (Rosenberg, Wallis & West Columbia among others) are already configured w/ the 4 and one for turning now. The only 'barrier' per se along this route that I can think of is just south of Sealy at the intersection w/ FM 3013 and that's only a series of plastic markers to mark off a secure area for the beginning of the turning lane.
