There was no delay, how many more students would have been shot, do you think, if those 2 hadn't been there ? Those boys were there BEFORE the police and had the lunatic in custody. The only problem was that they were in a crossfire pattern, it is conceivable that if the two were to open fire on the perp., that they could have shot each other. They needed more training.
