Logic would dictate that if you're in that situation that you would at the bare minimum, look up and check to see if it's safe to cross. What if that same person were to wear headphones and cross a street without looking for oncoming traffic...it wouldn't be their fault then? There are plenty of rails in NO that go in the streets near pedestrians. Like on Poydras I believe you have to cross several tracks to get to the other side. Since headphones reduce the ability to make a safe decision while crossing, one shouldn't have them on while crossing. Having headphones while driving is just as bad of an idea.
