Highway 59 Frontage Work

Does anyone have any additional detail about the intent or focus of the upcoming work on the highway 59 frontage road between Shepherd and Lancashire?  Is this a prelude to the ultimate redo of the 59-610 flyovers with ROW adjustments in preparation or a standard re-pave?  There was a notice put out in the office I work about it starting in April, but it didn't contain any useful information.

 

All in it appears to be ~$40M.

For $40,000,000, this project sounds more like an outright replacement of the feeder roads with new concrete pavement rather than a standard asphalt overlay. For a comparison, TxDOT is planning to repave 59 between 610 and BW8 with an asphalt overlay, and the price shown is close to $4,000,000.
