The 50-year-old structure is in need of replacement, according to TxDOT, which is planning a new bridge with the city of Houston, the owner of most of the current viaduct.Although the project proposes replacing the four-lane bridge with another four-lane structure, the idea is controversial because some groups want a ground-level boulevard built instead.
