Winter Street Railroad Relocation

Does anyone have more information on a proposed plan to "relocate" the Winter Street railroad tracks?

I saw this link on the Buffalo Bayou Partnership website:

I wouldn't bet on it. UP will probably complain about 1) the cost and 2) the fact that trains will have to slow down significantly as they take the proposed curves.

Considering the amount of freight traffic that this line already gets (much less the added rail traffic from the proposed commuter line) and the increasing property values in this area, it seems like this would be a good candidate for double-tracking and grade-separating, preferably by way of trenching. But UP is going to want METRO to foot the bill.

The feds have paid for a lot of grade separation projects around the country lately. Maybe this one would qualify. Time to ring up your friendly neighborhood congresscritter.
